{"id":145,"date":"2024-01-23T21:42:33","date_gmt":"2024-01-23T21:42:33","guid":{"rendered":"https:\/\/killaycommunitycouncil.com\/?page_id=145"},"modified":"2026-04-21T17:52:15","modified_gmt":"2026-04-21T17:52:15","slug":"policies-and-regulations","status":"publish","type":"page","link":"https:\/\/killaycommunitycouncil.com\/?page_id=145","title":{"rendered":"Policies and Regulations"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Rules and regulations governing Killay Community Council, its activities, councillors and clerk<\/h2>\n\n\n\n<p>Rules governing all community councils; the council must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>appoint a chair of council;<\/li>\n\n\n\n<li>appoint officers as appropriate for carrying out its functions;<\/li>\n\n\n\n<li>appoint a responsible financial officer (RFO) to manage the council\u2019s financial affairs; the RFO is often the clerk, especially in smaller councils;<\/li>\n\n\n\n<li>appoint an independent and competent internal auditor;<\/li>\n\n\n\n<li>keep records of all decisions related to council business (the minutes);<\/li>\n\n\n\n<li>hold an Annual Meeting of the Council in May or shortly after the local council elections.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Standing orders<\/strong><br>The rules for the Annual Meeting of the Council and all other meetings are contained in the council\u2019s standing orders. These include rules of procedure laid down in law and additional regulations chosen by this council. Standing orders help the council to operate smoothly. Safeguards are measures that an organisation should put in place to help reduce the risk of children, young people and vulnerable adults being harmed.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-fill\"><a class=\"wp-block-button__link wp-element-button\" href=\"http:\/\/killaycommunitycouncil.com\/wp-content\/uploads\/2026\/04\/KCC-Safeguarding-Policy-v.3-Revised-24.9.25.pdf\">KCC Safeguarding policy<\/a><\/div>\n<\/div>\n\n\n\n<p>Adopted June 2023<br>Reviewed and updated September 2025<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Biodiversity<\/h2>\n\n\n\n<p>Following the Environment (Wales) Act 2016, \u201cA public authority must seek to maintain and enhance biodiversity\u2026\u2026\u2026.\u201d.
